In 1843 in the course of harsh polemic with the journals Otechestvennye Zapiski and Literaturnaya Gazeta F. Bulgarin made a complaint to Prince G. Volkonsky, the Chief of St. Petersburg Censorship Committee against his unstated prohibition on publishing polemical essays in periodicals. Count S. Uvarov, A. Benkendorf, the Chief of gendarmerie, and the Emperor himself became involved in the conflict. Count Uvarov advocated tightening of censorship and termination of polemic, while Benkendorf, on the contrary, thought it possible to change nothing in the current state of affairs. Archived documents published herewith clarify in great details the episode in question, its effect being a considerable strengthening of censorship in 1848 and S. Uvarov’s retirement in 1849.
